Commercial viability will not be strengthened without making the junction of Harbour Road/Winchelsea Road and New Winchelsea Road into a large freely flowing roundabout.

There is no provision for outdoor sports areas adjacent to Rye. Rye Football club has to share with the cricket club with great and growing problems. Unused sports field next to the Freda Gardham School would provide accommodation to this growing but homeless youth activity.

This paragraph suggests that nearly 90% of residents do their main food shopping out of town. Does this figure relate to those living within the Parish of Rye (or Rye and Rye Harbour) only or does it include those living in the 'Rye Catchment Area' which is believed to include the residents of surrounding villages (including Camber) - some of whom may live closer to Hastings or Tenterden? If the answer is 'yes' then the statistic cited is misleading.

Rye is in the process of becoming one of the few towns in East Sussex to achieve Fairtrade Town status. The document should recognise the value of Fairtrade Town status in contributing to Rye's reputation as a destination for sustainable tourism.

Paragraph 8.31 should be deleted. It appears to allow for the possibility of further development adjacent to the greenfield site north of Udimore Road which now has residential planning permission. It is unlikely that any further development of greenfield land could be justified on the grounds of either need or necessity.

Transport:
There should be control measures in regards to traffic in place to aid preservation.
There should be further consideration of routes, flows and control measures around and through the town.
The route from the Strand Quay to Monkbretton Bridge Area by Rye Peninsula/Rock Channel of Rye should be regarded as a second jewel in Rye's crown. With further joined up and sympathetic development, this route could be completed to provide an additional attraction to the town for walkers and cyclists to enjoy the river areas, views and picnic places.

It is completely impractical.
We would regard putting a public footpath through any allotment garden site as being irresponsible iin any circumstances.

Supermarket opening on Sunday is needed - absence of this has serious effect on tourist trade.
Lower School site off Ferry Road should not be used for a supermarket - the road is already congested and the railway crossing immediately adjacent.

In situations where development land availability is very scarce, such as in Rye, site specificity takes on a strategic dimension which cannot be deferred at this stage. It is essential that planning briefs are developed.
The LDF needs to be more robust and clearer on matters relating to development on greenfield sites.

Paragraph 8.34(e)(ii) is weak, misleading and unhelpful. Rother claim that an additional supermarket is required. However it is debatable as to how this will help the High Street and the local economy. There is evidence that this will cause considerable damage. There is no suitable site for a large supermarket within or adjacent to the centre of Rye. My strong preference is to see paragraph 8.34(e)(ii) removed, as no site is available.
Freda Gardham school site: The proposed future usage must be considered under the LDF.

RE: Playden
*There is overwhelming wish to protect the rural and historic character, and tranquility of the village. There is great concern that further ribbon, or in-fill housing, development is very carefully controlled.
*It is not felt to be acceptable for approval to be given to buildings of incongrous design.
*Potential for affordable housing recognised and a full survey needs to be conducted within Playden to assess the actual need for young people and the elderly.
*Residents feel strongly that Playden is not a suburb of Rye, so concerned about intent of item 8.29 on page 64. The term 'contiguous' is incorrect.

Paragraph 8.4
'Relative remoteness' is exaggerated. Compared to many other market towns in Sussex or Kent, Rye has efficient rail and bus links with the outside world and a road system that, apart from minor seasonal congestion or road works, does not present major problems to residents.
The positive character of the town might best be summed up by a recent 'new resident' who describes Rye as being 'friendly and not so suffocatingly middle class as Tenterden'.

The new primary school on its concrete platform has exacerbated the flood risk to surrounding areas. Would like confirmation that there will be no more building on any of this adjoining land.
Also that the Tillingham Valley from Love Lane and the river footpath westwards is part of the distinctive landscape setting of Rye and confirmation that apart from the intended and approved development off the Udimore Road, there will be no more building along the valley.

Paragraph 8.13
Given the economic situation, the next few years will be a unique opportunity for investment and regeneration led or fed by state and/or European initiative. The town should be encouraging small to medium businesses in engineering, IT, Mail Order, Specialist Packaging, climate change R & D. Do we have sufficient infrastructure - in particular high capacity cable access to the internet? Broadband seems to work well at a domestic level in Rye but can it cope with future demands of speed and volume from commercial enterprise?

Paragraph 8.9
Social and economic conditions are currently exacerbated by a lack of choice of affordable housing and the seasonal and low-income nature of jobs associated with the tourism industry.
There is a chronic lack of affordable rented accommodation and thus we would ask a large proportion of new housing be designated for low cost rent. We believe the current stipulation is at 40%; we would ask the RDC in the Core Strategy to raise the required percentage for low cost rent to 60% in what they themselves define as a town with social and economic deprivation.
We would also ask for confirmation that the old Lower School site off Ferry Road be only used for housing.

Paragraph 8.36
Here is a list of 'major accidents waiting to happen':-
Dead Man's Lane has to be designated one way west/south into town with 'No Entry except for Access' signs at the lower end (thus leaving it possible for residents to legally access in or out from either direction.)
The Stop sign and road markings should be accentuated at the bottom of Dead man's Lane into Love Lane/The Grove.
A 'Give Way' sign is necessary on Cinque Ports Street junction with Rope Walk.
Any retail development on the old Lower School site off the Ferry Road would created extreme traffic hazard being so near to the level crossing.

We are concerned that intensification of development within the Harbour Road / Rye Harbour area could adversely affect these important views. The strategy should include provisions to ensure that the scale, form and design of development is appropriate in this sensitive area and would not adversely affect views from the surrounding landscape.

The document sets out in 8.34 Part e (2) additional convenience sales area within or adjacent to the town centre of 1650 sq.m. It must be considered that 40% of this has been allocated to the extension of the Jempsons/Budgens supermarket in Rye. We would also ask for consideration in deleting the phrase 'adjacent to the town centre' and replace with wording which reflects the location of any further development within the adopted Town Boundary.

Proposed that interested persons in Rye should examine the possibility of establishing a theatre and theatrical work place whose basic aim would be to put on the works not only of Fletcher but of the creative era in which he lived.
Would give rise to much needed work for a substantial number of people in our small town and, by attracting many visitors, would expand the economy and the tourist potential of Rye.
A theatre could be a base for the Rye Shakespeare Society, the Rye Players, the Film Society etc.
Use could be made of an existing building.

The strategy for Rye and Rye Harbour does not go far enough to facilitate the level of new investment required to reverse the spiral of decline that has been ongoing for many years.
Too great an emphasis has been placed on the physical constraints and not enough has been done to balance these against it social and economic needs.
We propose new development in the form of a marina on land to the south of Rock Channel is identified as necessary to create the catalyst to new investment and economic growth that the town requires.

We object to the approach of paragraph 8.8.
It is not right to encourage economic growth on existing local businesses only as they do not provide the range and quality of job opportunities. Rye must embrace change and attract new investment. It must create the circumstances that will mean that new businesses will want to locate in Rye. This will provide a wider range of employment commensurate with other strategies.

Consider there are significant difficulties with the general proposition that there is potential to develop general industry at Rye Harbour Industrial Area. This area has environmental constraints and has been underused for many years. This is because it is not a desirable or attractive place to commercial or industrial developers. Identifying it will not change this situation.

Too many major recent developments in Rye have occurred (or will occur) on greenfield sites, against the wishes of a significant proportion of the community. These sites include the housing development off Udimore Road, the new primary school and the new doctor's surgery, which is not even in easy walking distance of the town centre. In each case, the Local Plan has been insufficiently thought through, robust or precise, and has forced a reactive response (in each case unsuccessful), rather than a proactive one. The LDF needs to be more robust and clearer on these matters.

Freda Gardham school site: this site will in effect be surplus to requirements once the flood defences are built up to 1 in 200 year standards, anticipated to happen by 2011. This is well within the plan period and therefore the proposed future usage must be considered under the LDF.
