Para 4.20 is of grave concern. How in the past the comments have been accurately summarised is a mystery and on attendance of previous planning committee meetings, they appear less than adequate. This needs review under law as the current situation is not adequate. Neither is the inability for the address of the committee by the public. This needs legal address as the current situation shows the weakness in the council's willingness to be open & inclusive.

Whilst I agree all information described in 4.20 is required, I am not happy that NO provision is made for limited-time verbal presentations of proposers and objectors to the Committee. I have to presume the current policy is to NOT allow this. That policy is contrary to improvement of local involvement in the planning process, especially from local experts who may have more knowledge than any officer or councillor.

It does not consider the possibilty of the greatest possible element of community involvement, ie the right of proponents and opponents of applications to address the Planning Committee. Parish Councils allow the public to speak, so it forms part of our democratic process at one level within Rother - why not at the decision-making level? For your information Why has this not even been considered?

Fairlight Parish Council believes that there should be an opportunity for brief personal representation to be made at Planning Committee, particularly for major developments. We recognise that this could not be a free for all and could perhaps be limited to one nominated person to speak in favour of an application, and one nominated person to speak against.

Determinations of Planning Applications
Applicants and objectors should have the opportunity of making statements to the planning committee. I believe rother is out of step with other councils in not permitting this.
Fewer applications should be delgated to officers in determinations.

Parish Council considers an important means of communication has been missed. On planning matters, applicants, objectors and group representatives should be allowed to speak at meetings of the Rother DC Planning Committee on any scheduled planning applications.

This assumes that the person producing the summary is capable of fully interpreting the views for or against an application. Why are people not permitted to speak, briefly, at planning meetings as at many other local authorities? Then people can be assured that they have been heard!
