Para 3.12 must be made explicit in its written correspondence with parties involved. Written details of how they are to be addressed needs to be added to this paragraph. There is no reason why comments will not be accepted via social media sites as this communication method addresses a younger demographic.
With regard to exhibitions, it was noted that during the Robertsbridge neighbourhood plan event in July 2015, an RDC senior staff member was present yet failed to alert all concerned parties that the event was attended by an official RDC representative.

The last 4 bulleted proposed means of communication are not proposed to be obligatory which reduces the range of consultees and participation significantly and should be made obligatory in our view.
Who are the 'known consultation bodies' ?
The publication on the RDC website and the issuing of posters or leaflets does not, in our view, constitute adequate information to people as part of the consultation process.

The lack of paper plans which we still feel could have been provided by the applicants (Rydon Homes agreed with this at a meeting last week, being astonished that the PC did not have them) makes planning meetings less effective and the involvement of the public difficult.

Catsfield Parish Council is of the opinion that the Social Media channels should only be running alongside the existing communication systems until they are proven to be a reliable and suitable form of communication.

All Parish Councillors need to see a hard copy of the planning applications received for their area in order to properly assess the application and make valid judgements on each one. Online applications are not always clear and not easy to read by many especially Councillors who are not proficient IT users. They also provide ALL residents an opportunity to view especially important for those who are not IT literate, on low incomes and where Public transport links are unavailable to view at the few sites available. Need local consultation on large projects!

(1) Rother DC no longer issues Parish /Town Councils with paper plans. Parish Council recognises that electronic plans works well for some but not all applications. For applications with multiple housing it would be useful to have paper plans provided.
(2) For consultations, could consideration be given to making 'hard copies' available at designated local shops / businesses especially in rural villages which are away from the main inspection points in Bexhill, Battle and Rye?
