It would be useful if the section on Neighbourhood Plans could detail the requirements of the consultation stages, including a commitment to consult consultation bodies, such as Southern Water.

Full details of the neighbourhood plan should be included as it would appear to be democratic in that at least 50% of voters need to support the plan which could imply that the same applies to SCI. Please see comment at 1.3

Many Councils in the County have actively encouraged Neighbourhood Plans - there is evidence to the contrary with RDC
