Para 2.5 seems to suggest why the council won't involve others who cannot use mainstream methods. This needs to be addressed before an SCI is approved to make sure it is compliant with current UK & EU law. There is no indication how this is to be done on this draft and it is legally requested that RDC make these steps known to representatives before approval.

In other words what are the minimum actions RDC will commit to to ensure that the above are informed regardless of resources available. Surely if this is about community involvement, then this commitment needs to be clearly defined.

People who cannot access public transport, are on low incomes and who are not IT literate are being penalised by having no local access to planning applications and all larger scale developments should have some form of locally accessibly plans and at least one meeting with planners to discuss implications. Would be useful to have at least one meeting/surgery a year in each parish with the public to discuss planning issues.

Does the information on 'My Alerts' and other forums include permitted development rights applications? If not, it would be a good idea if it did to safeguard communities from opportunistic developments. Also the range in which notification is given should be extended in areas of more scattered housing.
