This Policy OOS5 should have at its core the latest "presumption in favourof sustainable development" on the basis objectively asessed development needs should be met, unless the adverse impacts of doing so would significantly and demonstrablely outweigh the benfits, when asessed against the policies in NPPF taken as a whole.

The terrible use of the word 'unreasonable' which is always going to cause problems when a person tries to use this as an objection to a development as it will always be subject to intepretation and does not allow for a consistant approach. This will make it difficult in the future for an individual to make a case as the council would always manage to make the case as they wish.

Policy OSS5 is too vague in terms of point (v) and needs expansion to assist the criteria for future land release especially in villages; land releases in villages should be sustainable and close to village centres and not dispersed and isolated.

CPRE Sussex welcomes and supports criterion (vi) in Policy OSS5 on General Development Considerations:
(iii) it respects and does not detract from the character and appearance of the locality
However, CPRE Sussex would prefer the criterion to be reworded as: 'it respects, does not detract from and, where possible, enhances, the character and appearance of the locality

section 7.77 states "Environmental impacts need to be carefully addressed, such that landscape character is conserved, inappropriate fragmentation of the countryside avoided, important trees, woodlands and hedgerows retained, and where appropriate, supplemented by new landscaping, and wildlife habitats protected and encouraged."
But the subsequent policy OSS5: General Development Considerations does not incorporate this. Natural England would like to see this in policy wording.
