The SE Plan is the most appropriate staring point for assessing the housing requiements for the District. The Plan has been independantly assess at examination and provides clear evidence as to the housing needs of the District. The Councils assessment of population, migration, immmigration, household formation is indequte and takes no account of housing demand nor housing type,tenure or mix its its calculations. It is also not inaccordance with PPS3 or the draft NPPF.
