It is impossible to assess housing affordability without considering the availability and affordability of housing in Hastings. This is accepted at para 7.2 where Hastings is described as part of the same strategic housing and labour market area. However, this seems to be overlooked in para 3.14 and para 4.2(2). It may be that Hastings offers a large supply of cheaper housing which should be taken into account when formulating policy on housing needs.
