It should be recognised in the strategy that many parishes and towns are engaged in preparing Local Action Plans. There should be a commitment to check during the annual monitoring process that the Core Strategy and other planning Documents remain sympathetic to the aims and ambitions contained within these plans. It should be stated that Local Action Plans can be used to justify amendments to the Strategy and other Planning Documents.

The aim and objective look good.
Box 36 (iv) "to integrate infrastructure programmes of key agencies" is an excellent idea but seldom happens. An example, EDF are currently renewing the electricity conductors across the parish. Recently the gas provider renewed gas mains in the parish. It is a pity that while there was a trench in the road the opportunity was missed to renew and bury the adjacent electrical cables. The benefits are so obvious in cost saved, disruption avoided, enhancement to the ANOB by the removal of poles and wires but it did not happen. Will future opportunities be taken? If the high speed fibre optic telephone/broadband cables are ever laid will the chance be taken to rationalise the existing infrastructure?

Fragile areas need protection from developers who would build in rural areas and then provide infrastructure that destroys the area.

Monitoring by officers and councillors who originated the strategy is not sufficiently rigorous. Monitoring needs to be independent.
