Sustainable Resource Management strategy should support development that minimises the consumption and extraction of minerals by using recycled materials in new construction and by making best use of existing buildings

Natural England advocates option 2 as the more sustainable option in respect of maximising renewable energy. In this district there is particular opportunity to mitigate the impacts of climate change through renewable energy options. We support the conclusion that this could be assessed at the sub-regional level, and part of the assessment should take into account the possible impact on the environment and protected species, particularly with respect to larger scale wind turbines.

Sustainable Resource Management
Under the proposed policy 'Strategy for Sustainable Resource Management' (Box 31) as a minimum we would support Option 1, but encourage Option 2 which sets higher levels than the minimum sustainability requirements of the Code for Sustainable Homes (CSH). We must also be clear that under our remit we are in support of the water efficiency levels set for each CSH Level in order to protect our precious water resources in the Southern Water and South East Water supply area which is defined by our national water stress maps as an 'area of serious water stress'.

Paragraph 12.27 has already been mentioned earlier in relation to Wind Power. Bio-mass has some potential especially when considered in the historical context of the ancient coppiced woodland. There could be opportunity to support or re-start coppicing as a way to preserve the woodland, make an economic contribution, harness a renewable energy resource and create new employment.
Paper cardboard and other biodegradable refuse used for fuel is classified under EU directive 2001/77 not as "waste" but as "biomass" counting as a "renewable energy resource". The waste incineration directive does not apply.
The combination of coppice wood and biomass recycling as a renewable fuel for local energy/electricity production could have many benefits to the district.
Box 31 option 2 mentions "identify areas of suitable strategic renewable and low-carbon energy generation." This would seem a better option than exporting recyclables and importing energy which in itself contributes to carbon emissions.

This section does not specifically mention the need to conserve minerals as a natural resource. For Rother District this includes clay, gypsum and aggregates. To underline this omission the key indicators for this section are concerned with water, energy and the use of brownfield land.

It should be made clear that the core strategy has a significant role in minimising construction waste and the recycling of materials.

Moreover, it is not clear how the Core Strategy has taken into account the RPG9 and it s requirements for local planning authorities to support the delivery of effective waste management and the prudent management of mineral resources
Given the requirements of the RSS the strategy should be amended accordingly.

The emphasis is on mitigation (reducing green house gas emissions). Planning Policy Statement 1 (climate change supplement) requires LPAs to minimise vulnerabilities and provide resilience to climate change. Work on meeting the requirements of NI188 (key climate vulnerabilities) is at an early stage and is being undertaken jointly by all East Sussex authorities .Consequently, the timing of the core strategy and the development of climate change resilience throughout the County is misaligned. The Core Strategy would benefit from an understanding of the climate effects and impacts on key sectors and what this would mean for spatial planning policy. This would also align the draft core strategy with the objectives of the South East Plan (proposed changes) policy CC2.

Policies NRM11 and NRM12, of the Proposed Changes to the South East Plan relate to the development design for energy efficiency and renewable energy, including CHP. Policies NRM13, NRM14, NRM15 and NRM16 set out regional and sub-regional
targets for renewable energy generation and encourage LDF policies on renewable energy development. Policy NRM16 sets out development criteria to support in principle the development of renewable energy. The core strategy, within the sustainable resource management section, should align with these policies.
