Core Strategy Consultation on Strategy Directions 2008

Respondent: Locate East Sussex

Representation Summary:

Section 11 Economy (pp104/5/6)

It might perhaps be noted that the influence of the Hastings labour market area (11.5) is weaker in the north of the District (along the A21 Corridor).

The aims, objectives (Box 25) and the strategy for sustainable economic development in this section and the section on employment land and premises (pp104) are well thought through and sensible. The strategy for sustainable economic development could include a paragraph on transport infrastructure improvements to be made in the District which are necessary for economic growth.

Representation Summary:

The Council's approach towards retaining existing employment sites where practicable to ensure that an appropriate balance between jobs and homes is achieved across the District is supported. It is accepted that in order to deliver some employment development it may be necessary to have a suitable level of enabling development, and as such (viii) is supported in principle however the level of enabling development should be subject to a robust and detailed viability assessment.

Representation Summary:

RVR supports aims (ii) and (iv):-
(ii) The Kent & East Sussex Railway Carriage and Wagon Works at Tenterden and the Locomotive Works at Rolvenden provide a reservoir of skills required in the heritage industry. Trainees are recruited to learn these skills and keep them alive.
(iv) Kent and East Sussex Railway provides employment to around 27 paid staff and a large number of unpaid (volunteer) staff in a wide range of jobs. Operating services over the link between Robertsbridge and Bodiam will lead increase in staff.

Representation Summary:

Believe that the aim and objectives in the Economy Section adequately address the desire to improve employment and economic prospects within the region. Furthermore, it is considered that the development of land at Breadsell Lane as part of a mixed-use development would help achieve greater balance of jobs and employment and expand the range of job opportunities.

Respondent: SEEDA

Representation Summary:

SEEDA supports the overall aims and objectives of the Core Strategy in respect of economic growth.

In accordance with Target 3 of the RES, Box 26 identifies business services, high tech businesses and 'enviro-industries' as those that might potentially play a role in the local economy and identifies a need for a range of employment spaces to accommodate SMEs as well as meeting larger business needs. SEEDA supports this, and the joining up of work programmes through SeaSpace and '1066 Enterprise'.

SEEDA also welcomes the proposal to secure a Vocation Skills Centre at Bexhill which complements Target 6 of the RES and two of the priorities for the Coastal South East.

SEEDA also supports the objective to increase contributions to tourism.

Respondent: Kember Loudon Williams Ltd

Representation Summary:

This does not go far enough to achieve the "step change" in economic performance the District requires.

Needs to be explicitly stated. The creation of the circumstances that will facilitate new investment in the local economy. Economic improvements will not occur unless steps are taken to enable them to happen. A conservative approach will not achieve this. It will simply perpetuate the weak economy and levels of social deprivation. The Council must take a more proactive approach and create opportunities for economic growth that are currently missing.

Representation Summary:

Boxes 25 and 15 taken together show there is no strategy for improving the economic situation of Rye. The Council has not fully considered what is required to create the "step change" in the economic fortunes of the District. The Council must develop a strategy that addresses the other factors that affect such development.
