I query the population figures you use for Rye and Battle. misleading information about proposed increasing retail space in Rye centre. Unacceptable strategy on the creation of additional retail space.
The strategy rightly notes the unique character and history of Rye. However, the propsal for the town centre is that 1,650sqm of additional convenience goods sales area is created. The summary of the strategy suggests that this will be provided through the construction of a further supermarket. Presumably this is becasue of the finding that only 10% of the Rye population do their "weekly shop" in Rye.
As I pointed out at the meeting on 16th January this floor space is ten times the size of Boots and three times the size of Budgens/Jempsons. It was crystal clear that hardly anyone in the audience (and seemingly on the platform) appreciated this fact.
It stands to reason that there is no room in Rye for two supermarkets let alone one of the size proposed. This is not reflected anywhere in the strategy. Accordingly to blandly propose such an increase in retail space in such a historically and economically sensitive location is a travesty. If a second supermarket is built with your approval what will be the effect on the Budgens' site and what will be the effect on the High Street? Has this consideration passed you by as it seems to have done judging by the planning officers' stumbling responses at the meeting?
I'm afraid that simply slipping in a mention of super area of 1,650m has not had the effect of drawing the implications of the strategy to everyone's attention. Why was this not exaplined? Why was no comparison drawn between the proposal and the size of existing shops?
Finally, I must register my very grave disappointment at the presentation made by the planning officers at the Rye meeting. Quite frankly I believe that it is wrong for an officer to turn up and simply read out the strategy in the jargon in which it is written. Surely it would have been appropriate to explain the strategy in lay terms which could have been understood by all?

Box 15 (a)(i) refers to the creation of employment floor space of 10-20,000 sq m. For Bexhill with a population 8 times that of Rye there is a need for only 60,000 sq m. I wonder therefore if the employment space is to provide for local employment or for the wider district. Is this sustainable?
I also question whether this amount of space will fit into the landscape setting of Rye.

Box15 b)I welcome the provision of improved facilities for life-long learning. The current provision of evening classes for adults is far from satisfactory. Given the desire to promote tourism accessable foreign language courses would be of great benefit.

Box 15 c) There is no reference to a green grid strategy for Rye. Currently Rye is blessed with a number of habitat corridors reaching into the urban area. A policy that recognises, protects and enhances these should be part of this strategy in line with government guidelines on green grids.

Box 15 c) (ii) The views of the town when approaching by car, boat or on foot along footpaths is important. Any development will need to fit into the landscape and blend with the citidel in order to preserve these views. The example of the new school is one to avoid when looking at how new development should complement the area.

Box 15 d) I support the provision of new footpaths and cycleways in order to help people avoid the heavy traffic on the A259.
There should also be a move to prevent the access of HGVs to the Citadel. These vehicles have been the cause of damage to the Landgate and cause unnecessary wear to the cobbled streets. How many medieval towns would allow this sort of traffic?

There is no reference to the Freda Gardham School site. While decisions are on hold while the flood risk is eleviated by works on the Rother, these are due to be completed by 2011. The plan is until 2026 and therefore this site should be part of this plan.
The risk is that housing and commercial allocations will be made and that in 2011 the Freda Gardenham site will be looked on as a widfall site and thus there will be additional development.

Page 63 8.19 states that due to the sensitivity of Rye's location ".. it is not anticipated that the Core Strategy should propose that Rye have a high level of growth." But the figures show that proportionately Rye has the same level of housing growth as Bexhill and greater commercial growth.
This is a mis-representation.

a+b. Tourism, culture, recreation and amenity: We support the establishment of a theatre and arts centre - to be known as the Fletcher Festival Theatre - as an enhancement of our historic town. There is no other venue larger than Rye College available as a drama and performance space. Such a venue would provide a magnet for tourists and contribute to the life of the town.
e.11 - It is our strong opinion that the Lower School site is inappropriate for retail marketing as the entrance would be within yards of the Ferry Road level crossing and the additional volume of traffic could not be contained within such restricted access.
d. We urge the improvement of the Marsh Link as we are at present deprived of late transport out of and into Rye necessitating the use of car or taxi.
b+f. We are concerned that our open spaces are protected. We further suggest that the Lower School site could be partially developed as a play area and green site in conjunction with the social housing which is presently expected to be built. For instance there are no public tennis courts in Rye.

Sustaining a viable Rye Town Centre is accepted and supported, but it is felt that siting additional shopping provision on Harbour Road, adjacent to Rye Harbour should not be over looked.
(Section fii) It is understood that some of these sites do not currently have the benefit of adequate flood defence and would question the wisdom of putting to much reliance on this problem being resolved. It is therefore felt that other brownfield sites in Rye and Rye Harbour should be considered for allocation.

Romney Holdings Ltd owns Churchfield a site which is a brown field site.
The site adjoins Rye Harbour and could be developed so as to improve the setting of the Church, by developing the area in the vicinity of the Church with housing with some employment related development on the periphery.
This option was not previously available as the site had been substantially developed, however the fire last year provides an opportunity to reconsider the development of Churchfields.
Romney Holdings Ltd would support in principle the ideas being promoted by the Rye Conservation Society for the River Rother from Rye out to the sea and for Rye Harbour.

Rastrum Ltd own the Saltings which extends to 7.25 ha located next to Rye
Wharf on the edge of Rye Harbour.
The site is placed to accommodate future development either retail, housing or industrial.
The site has good road frontage and is surrounded on the East by Rye Wharf, the South by Churchfields and the West by Industrial Development.
There are significant opportunities to expand trade through Rye Wharf and it is therefore important that provision is made in the plan for additional wharfage capacity on the Saltings.
Further economic activity could be attracted to Harbour Road with developments similar to the Atlas Stone and Castle Waters sites.
