The current objectives for Rye will remain valid through the LDF’s timescale and should be carried forward.

We consider that tourism will remain the principle economic activity and that more light industry at Rye Harbour and increased home working will provide the necessary concomitant drivers towards economic growth and prosperity.

The document refers to work undertaken for the Inquiry as supporting the need for further shopping floorspace in Rye. This finding and the procedure involved were criticised by the Inspector for lack of public consultation. It is essential that Rye keeps and expands its range of specialist shops.

A number of factors threaten the Port’s and the Harbour Road employment area’s future. Rastrum supports the protection of nature conservation areas in the LDF however balance should be maintained between nature conservation interests and people having a good standard of living, including the right to employment and to the peaceful enjoyment of their land.

Any LDF policy to develop the port’s commercial potential will need Environment Agency support. The LDF should state that national and international funding for port maintenance and improvement will be sought.

The Saltings is an ideal site for the expansion of the employment area.

We support the existing policy strategy of the adopted Local Plan, which seeks to maintain the residential and employment functions of the town, together with its character, as stipulated by Policy RY1.

We consider the Council will need to encourage some housing and employment growth during the Plan period to sustain the vitality of Rye as a market town and meet local needs. Previously developed sites within the existing settlement boundary, and directly adjacent to it, should be used fully to contribute to accommodating this growth, prior to the use of greenfield sites.

No mention is made in the Document to South East Plan Policy T10 re ports and short sea shipping.

Rye Harbour is of regional rather than national significance but the Port of Rye is projecting trade increases and has capacity to accommodate larger vessels. The Port has established markets. Moving cargo by sea reduces carbon dioxide emissions and relieves regional roads of heavy commercial traffic. Increases in sea-borne cargoes with the continuing development of the Harbour Road employment area makes a major road improvement at A259-Rye Harbour Road junction and the bridge over the Brede sluice an absolute priority.

Rye needs to engage with its hinterland and develop enhanced facilities to encourage people living close to, but outside, the town to use it. Lack of parking and difficult access to the High Street area mean older people and those with mobility difficulties are the least likely to find the town accessible.

There is a great need to diversify local employment opportunities and to target higher grade occupations.
Once again the need for affordable housing is linked with the ability to provide suitable employment opportunities. The imperative of climate change means people need to be able to live and work in close proximity.
