This community feels threatened by the work already in hand with regard to a major office development West of the Queensway and the proposed link road. The suggestion that 800 homes and a station built at Upper Wilting means we would lose Crowhurst station and face an urban sprawl spilling across the border from Hastings. This points towards Crowhurst being swallowed up by a conurbation of Hastings and Bexhill.

It is considered that there is sufficient opportunity for brownfield development within Hastings town to avoid the need for development on its fringes which may detrimentally reduce the existing green gap between Hastings and Bexhill. In this respect, it is not considered appropriate for the Core Strategy to consider development in the fringes of Hastings, other than small scale infill development within the existing built up area.

At this stage Wilting Farm is mentioned as a possible site for development. This needs to be fully considered at the Site Allocations stage and we consider it too early to mention site names without full consideration of the alternative options.

The focus on Bexhill as the most sustainable growth location is supported. There may be benefits in taking a long-term view of development, recognising Bexhill’s role in meeting needs up to 2026 and potentially beyond. A longer term strategy could provide a holistic approach to housing, employment, infrastructure, community facilities.
The strategy could establish a phased growth framework with a range of short and medium term sites, potentially based on interim infrastructure solutions.
The strategy will need to flexible. Two issues are:
· Regional growth rates may increase
· A range of sites needed to ensure delivery and housing choice

However we would stress that the expansion of Bexhill will require additional affordable housing within the larger Bexhill boundary and that Section 106 planning conditions in respect of affordable housing are made as robust and watertight as possible. The formulation of a standard Section 106 document might be advantageous first step in this direction.

Bexhill is one of two main growth areas in East Sussex and consequently it is advised that RDC are proactive in seeking support from the Housing Corporation to grant fund schemes to ensure that affordable housing opportunities are maximised.

In recent years there has been development on woodland in the Hastings area. We do not wish to see this continue, especially not on ancient woodland (see references to Q9 above). A key issue is that Hastings Borough is confined and we would wish to ensure that any proposed house building can be achieved without loss of valuable and priority natural habitats.

In recent years there has been proposed development and development on important habitats (woodlands, meadows, floodplain) in the Hastings fringe area. This has declined and policies indicate that this should not happen.
