It is clear that any future development in Rother cannot proceed with each town taking its own path. An element of co-ordination is essential to avoid duplication and get best value for everyone. The rural villages use Hastings/Bexhill/Battle and vice versa. Objectives should be amended to meet joint needs/plans.

In terms of Bexhill's development potential the key issue remains to be the delivery of the Link Road, which continues to be delayed despite assurances from East Sussex County Council. It is not considered that Bexhill can accommodate development without the Link Road and the delay has already led to a significant delay in the District's delivery of housing to meet the existing housing requirement. On this basis, whilst the Council appears to acknowledge this difficulty, the Core Strategy must ensure that sufficient flexibility is included to allow for a different approach to development at Bexhill should the Link Road not be delivered in sufficient time to allow for the delivery of the North Bexhill allocation by 2016 as currently envisaged.

Representation Summary:

A quality hotel to compliment and support the role of the DLWP is not necessary. So many hotels have closed. Commercial interests will recognise need for a further hotel in Bexhill should this become apparent. For the Council to provide the hotel is reckless. Location would be a problem on the seafront. The site of the former Grand Hotel would be more sustainable, being closer to the station.

it is pointless to look much beyond the current objectives until the road and rail networks are improved. Certainly the bulk of future development should be urban rather than rural.

It should also be born in mind that Bexhill already has its share of the taxpayers cake so any expansion should be privately funded.

There should be no more subsidy for the De la Warr Pavilion.

Area Strategy A -It is important to remember when considering the linkages between Bexhill and Hastings, that the Combe Haven area is a natural buffer between the two towns. The area has both flood risk and biodiversity Issues which will of course influence the decisions made In this area.
