The Bexhill strategic allocations are where most of the housing for the district will be delivered. It is because of this development that much of the infrastructure will be required. Without the road improvements around Bexhill (incl. the link road) this and could not come forward for development. Thus is seems fair that a higher CIL is charged. The land value will be greatly enhanced by the provision of the infrastructure and the viability analysis should take this into account.
